GBA VC games could still be a possibility according to Natsume

Its been over 2 years since the ambassador program gave early 3DS adapters 10 free GBA games as well as 10 NES games and that led many to believe that the 3DS Virtual Console would add GBA titles to the lineup, but so far nothing has come across.

But according to Natsume Inc (developer of the Harvest Moon series), Nintendo are planning on working on getting GBA titles to the VC and also getting DS games to the Wii U Virtual Console.

Personally this would be a golden opportunity for Nintendo and they would get many gamers to enjoy their long forgotten classics from their GBA lineup.
